The 1st and 4th floors are fine although you want some room for circulation around the courts. The 2nd and 3rd floors have some issues. Some of the spaces are strange and somewhat unusable. See precedents for spaces within a circular plan. (See previous suggestions-UVA Rotunda-work of Boulee-etc.) There are ways to make the plan work well.
